Privacy Policy

The Continental Exchange LLC is a Texas limited liability company. We run an expert network. This policy describes how we handle personal information on usatce.com and in the services we provide to clients and experts.

You give us information when you write to us, request a project, or apply as an expert. That can include your name, email address, company, job title, phone number, LinkedIn profile, areas of expertise, and anything else you type into a form.

The site also receives technical data from the browser, such as pages viewed, referring pages, approximate location derived by our host, and the cookie choices described below. We do not send your name, email address, or phone number to Google Analytics, LinkedIn, or Metricool.

• To match an expert with a client project, with the expert's agreement.
• To pay experts and to keep the records the law requires.
• To screen for conflicts and to meet compliance duties.
• To measure how the site is used, where you have allowed analytics.
• To measure and retarget ads on LinkedIn, where you have allowed marketing tags.

• Consent for analytics and marketing cookies.
• Contract, or steps before one, for clients and engaged experts.
• Legitimate interests for expert outreach, conflict screening, compliance checks and site security.
• Legal obligation for tax and payment records.

The site is hosted on Vercel. Vercel receives the connection data needed to serve the page, including the country code we use to decide whether to show the cookie banner. We do not store your IP address in the consent log.

Google Analytics 4 (property G-WBE49J1QXT) measures page views. In that property, data retention is set to 2 months and Google Signals is off. The tag does not load for visitors in the European Union, the rest of the European Economic Area, the United Kingdom, or Switzerland until they opt in.

Metricool measures page views with a pixel. It sets no cookie. It follows the same analytics choice as Google Analytics.

The LinkedIn Insight Tag (partner id 10222572) measures visits and can build audiences for LinkedIn ads. That is retargeting. The tag loads only when marketing cookies are allowed. It does not load when Global Privacy Control is on. It also stays off expert application pages, screener pages, and expert terms pages. There is no Meta Pixel on this site.

Strictly necessary storage is always on. It covers the consent cookie and the short technical cookies a host needs to deliver the page. Analytics covers Google Analytics and Metricool. Marketing covers the LinkedIn Insight Tag.

Visitors in the European Union, the rest of the European Economic Area, the United Kingdom, and Switzerland see a banner before analytics or marketing tags load. Accept all and Reject all carry the same weight. Customize lets you turn analytics and marketing on or off. Strictly necessary storage stays on. We ask again after 12 months, or sooner if this policy version changes. Until you choose, those tags stay off.

Visitors elsewhere do not see the banner, and the tags load as usual, with two exceptions. If the browser sends Global Privacy Control, we treat that as an opt-out of marketing and we do not load LinkedIn. Anyone can open Your Privacy Choices in the footer and turn analytics or marketing off. A saved choice lasts 12 months.

The consent log stores the time, the choice, the country code, this policy version, and a random id. It does not store an IP address.

We write to individual professionals whose experience may fit a specific client project. We send a small number of individual messages, not bulk marketing. To stop hearing from us, reply "remove" or email privacy@usatce.com, and we will not contact you again.

TCE is in the US and processes data there. Transfers to us and to US providers (Google, LinkedIn, Vercel) rely on the EU-US Data Privacy Framework and its UK and Swiss extensions where the provider is certified, and on Standard Contractual Clauses otherwise.

We do not sell personal information for money. We use LinkedIn ads measurement and retargeting where allowed, and you can turn this off in Your Privacy Choices or with Global Privacy Control. We share expert details with a client when the expert has agreed to be presented for an engagement. We use service providers to host the site, send email, process payments, and, where allowed, measure traffic. We also share information when the law requires it, or to protect the rights and safety of TCE, our clients, or our experts.

If you are in the European Economic Area, the United Kingdom, or Switzerland, you can ask us for access to the personal information we hold about you, for a correction, for deletion, for a restriction on processing, and for a portable copy. You can object to processing based on legitimate interests, and you can withdraw cookie consent at any time from Your Privacy Choices. Withdrawal does not affect processing that happened before you withdrew.

To exercise a right, email privacy@usatce.com. Write from the address you want us to look up, and say which right you are using. We may ask for enough detail to confirm it is you. We aim to reply within one month. You can also complain to a data protection authority. In the United Kingdom that is the Information Commissioner's Office. In the EEA it is the authority in your country of residence. In Switzerland it is the Federal Data Protection and Information Commissioner (FDPIC).

Wherever you live, you can ask us to access, correct or delete your information at privacy@usatce.com, and we will honor it where the law allows.

We use technical and organizational measures to protect personal information. No method of transmission or storage is completely secure.

We keep engagement records for as long as we need them for the work, for payment, and for legal duties. We keep expert profiles while they remain useful for matching, review them periodically, and delete them on request or when they are no longer active. Tax and payment records are kept for the period tax law requires. Google Analytics data in this property is kept for 2 months. The consent cookie lasts 12 months.

The site and our services are for professionals and are not directed to anyone under 18.

This policy is version 2026-10-23. Effective date: Oct 23, 2026. When we change the policy, we will post the new version on this page and update the version id.
